The People's Council, sometimes known as an "Bastard Parliament" is where the elected members of Parliament meet when an session of Parliament has not been called by the Queen.
It is here where all political parties debate new legislature, and then vote on whether to pass it for "Her Majesty's Most Honourable's Council's attention." Before a Bill is passed though it must go to review by the Chamber of Lords.
Chamber of Lords
The Chamber of Lords is comprised of thirty of usually hereditary nobility appointed by the Queen. They represent the interests of the Aristocracy, and they may veto an Bills passage to the Privy Council. They may also serve as the Monarchs voice in the People's Council, if the Queen wishes for an bill to pass onto the Council regardless of the Political Parties, she may "Suspend the right of voice" to the Council, and requires only the Chamber of Lords vote.
